1996 Buick Century High Idle

I bought a 1996 Buick century with a 3100 engine. It's idling very high. I changed the IAC valve. This took it down from 2400 to 1400 RPM's. It's supposed to be 700. It's not throwing a code. All the parameters check out with a modis. There are no vacuum leaks, I checked around the intake and injectors with starting fluid (dangerous I know) and all hoses appear to be good. It looks like (not positive) someone change the crank sensor. Any ideas? I wasted today on it, and it's becoming frustrating.

Did you clean out the IACV passages? Test the throttle position sensor, also check if its locked-up in open loop mode-also check if the throttle plate is closing completely and sticking linkages and kinked acc cable

I did not clean out the IACV passage. The plunger looked clean and I never thought to look. The only reason I change the IAC is nothing changed when I pulled the plug. It didn't die or change the idle. I did check out the TPS. It seems to be functioning. Thanks for your help, I'll try your suggestions.
