Sounds like the thermostat is stuck closed or is installed backwards...you are certain that the thermostat was installed in the correct direction?

i know the thermostat moved when it was out of the car and i know that i installed it with the actual thermostat facing towards the engine and the nipple looking end facing the housing

Ok, since it is installed correctly I would suggest bleeding the air out of the system from the installation. You should be able to run the car with the radiator cap off and when the thermostat opens, it will suck in the coolant and then top it off. Either that or there is sometimes a bleeder screw atop the thermostat housing for bleeding.
