1992 Buick Century Brake drums

I have replaced my brake shoes and hardware on my vehicle as well as my pads. But for some reason when i brake when its raining you hear a grinding noise in the rear of the vehicle and if you apply the brakes to hard they lock up and slide the tires. What could be causing this and it pulls when this happens as well.

Are the adjuster plugs in the back of the drums? Have you replaced the wheel cylinders?
