1990 Buick Century 6 cyl Front Wheel Drive Automatic 109k miles

My windshield wipers are malfunctioning. They work sporadically, and when they are not working, they move about 3 inches up and down like they are trying to work. I don't think it could be fuses because they actually turn on and try to work. Could it be that the motor running the wipers is failing and freezing?

check and make sure the motor has a good ground
wiper motor ground
