1988 Buick Century Headlights will not come on

The car's low beam headlight will not come on, blub has been replaced, fuse have been checked. High beam work, park lights work, brake lights works.

Usually if the high-beam works and the low beam doesn't, there is a problem with the dimmer switch. I haven't looked at a wiring diagram, yet. For the low beam, tan wire is voltage, black is ground.
