Sheer pin broken off inside crank shaft from serpentine pulley (pulley is dangling). Brother in law tried using a back out tool which also broke off inside. What can I do?

see if you can get a puller behind the pulley and pull it off you will probably need a new pulley. Put a bolt of comparable size in crank so you don't ruin that using a puller.
