Hood latch cable is frayed inside the cab and the hood won't pop open.

Yep, this can be a bummer, I would use a pair of vise grips to grab onto the cable and then have a helper push down on the hood while you pull the vise grips, this should open the hood so you can replace the cable. Check out the images (below). Let us know how it goes.
