Will the front rotor and break caliper from a 2000 Monte Carlo fit a 1999?

Nope. If you look up the part numbers on an auto parts store's web site, you will find the numbers are the same for either engine size in a 1999 model, but that is a two-piston caliper. The 2000 used a single piston caliper.
