That suggests something is shorted inside the third brake light assembly. A lot of cars now protect some circuits with semiconductor devices instead of fuses, particularly with safety circuits like lights. Those reset instantly when the short is gone. You might try connecting the third brake light directly to the battery to see if it works, but do that with a fuse in one of the wires. If it really is shorted, you'll melt the wires and burn your hands if there's no fuse there to save you.
If the light works from the battery, look at the connector terminals for signs of corrosion or one terminal has been bent over and is touching the other one. Also look inside to see if one of the wires is touching a mounting screw hole or bolt.
