When I press on the brake pedal when slowing down from highway speed the brakes pump and the vehicle shudders. I've replaced the rotors and pads in the rear and just the pads in the front.

When this happens do you feel the vibration in the steering wheel? If so, the front rotors are most likely warped and require replacing or turning if you have enough rotor left.

Since you replaced all the other components you have replaced, I would just go ahead and replace the front rotors as well.
