brakes vacuum booster

When you turn on key there is a fluttering sound guess coming from the vacuum booster, and the brake pedal is very hard. The electric vacuum pump is making the fluttering sound it has some vacuum on it but the brakes a very hard to push any suggestions?

Please remove the vacuum line from the booster and put your thumb over it and turn the key on to see if the vacuum pump is working. If it is the booster is bad and needs to be replaced. Let us know what happens and please upload pictures or videos of the problem.
