Brake pedal goes to the floor?

1997 TOYOTA CAMRY

Does this have something to do with the ABS other than the booster and master cylinder? It catches a little then sinks to the floor.

Master cylinder level remains the same, no fluid out of the bleeder valve as we bled.

If this happened before anything was opened, then suspect the master cylinder has failed. Do me a favor and take a look through this link:
