Will changing a rear drum (for the captive bearings,) without changing shoes be bad?

Good morning,

It is always recommended to change the shoes with the drum. The old shoes may not have full contact with the new drum and you will not have full braking power.

Yes, I would replace the shoes along with the drum assembly.
