Brakes pedal still goes to the floor after replacing brakes and rotors

Replaced brakes and rotors but still the brake petal goes to the floor. Cannot get them to gravity bled.

try a power bleeder or you will have to take it to a mechanic to have him bleed them to open valves on ABS unit.

By the tone of your question it sounds like you had the problem before you replaced the pads and expected that to correct your problem.

That will definitely not happen. You need to find the hydraulic problem you had in the first place before you worry about bleeding. If you had any loss of fluid you need to find out where it went and if you did not have any loss of fluid, you may have a bad master.
