Brake pedal goes to the floor and the truck barely stops

The truck has been sitting for a while. When I press the brake pedal it goes to the floor and stays there and it barely stops the truck. I checked the brake fluid and it is full so I am assuming it is the master cylinder or booster, but I am not sure which to check first.

The power booster only makes the brake pedal easier to press. It has nothing to do with how far it moves.

If the brake pedal was pressed further than half way to the floor, it most likely has been damaged. Bench-bleed the replacement, then I can share a trick to prevent having to bleed at the wheels.
