The rear brakes are stuck

My rear brakes seem to be stuck somewhere. The vehicle was left with the parking brake on too long and the handle now moves freely. What is my next best move to resolve this issue?

Yes, this happens when the rear brakes are wet when the E brake is applied. I would try to rock the vehicle backwards with the emergency brake off. Be sure you have someone inside the car to stop the car when the E brake releases. Let us know what happens and please upload pictures or videos of the problem.
