The car will stop but then immediately it will go another 20 feet?

Car will stop but then immediately will go another 20 feet or so while still having foot on pedal. ABS light is not on. ABS appears to not be working.

Can I ask if the vehicle is being driven on ice? Also, does the brake pedal go to the floor or can you if when the problem occurs does the brake pedal vibrate under our foot? Can you please shoot a quick video with your phone, that way I can tell for sure what's going on. You can upload it here with your response.
