Hello,

Do the torque specs for rotors/calipers change depending on location (front vs rear)? If so, can I get the torque specs for the rear rotors/calipers?

Sure, here are the torque specs and how to change out the rear brake pads and calipers and caliper mounting bracket, note the caliper mounting bracket bolts are torqued to yield and should be replaced while doing the job.

Remove the caps, the guide pins and position the brake caliper aside.
Torque: 21 lb. Ft (28 Nm)

NOTICE: Do not apply over 20 Nm (177 in-lb) force when rotating the brake caliper piston or internal damage to the brake caliper may occur.

Depress the brake pedal several times, check the brake fluid level in the brake fluid reservoir and add the specified brake fluid as necessary.

Remove the brake caliper flow bolt, washers and the brake caliper. Discard the washers.
Torque: 18 lb. Ft (25 Nm)

Remove the bolts and the brake caliper anchor plate. Discard the bolts.
Torque: 76 lb. Ft (103 Nm)

Check out the images (below). Let us know if you need anything else.
