My brakes squeal when applied however it is not the pads. The steering wheel is not jerking either. What could this be?

If the brakes squeal when applied then pads or shoes are squealing somewhere. Are you saying it is not the pads because they are not worn out?

If you replaced the pads, were they the lower end (cheaper) that were available?
Did you have the rotors machined (or replaced with new ones)?

If you used cheap pads when you replaced them or did a pad slap no turning the rotors or replacing the rotors they can make a lot of noise.
