Sounds like the ABS on one side is not working?

I have had a problem with my vehicle listed above for 2 months: If you brake and the speed is below 10 km h, it sounds like the ABS on one side is not working! Above 20 km h the problem is not! Can someone help me? Maybe you know?

So to be clear you hear the ABS system some on when driving at slow speeds. If so, this happens when one of the wheel speed sensors is weak or one of the bearing hubs is going out. In either scenario there will be no ABS warning light on. You will need to test the sensors and wheel bearing hubs, can I ask if you hear a low grumble while you drive, and if so what corner of the car is it coming from, front/rear/right/left?
