Good morning.
Make sure you check for leaks. A line or brake hose that is not holding pressure can cause this issue.
Air is also a possibility. The master cylinder needs to be bench bled prior to installation. Once mounted on the car, the entire system needs to be bled to get rid of air.
What has been done?

They replaced master cylinder and said they were looking for air in lines but could not find it. I have had it to three places and it is now worse than before they replaced cylinder. Car will stop but pedal is all the way down. Thank you for your advice. It is very frustrating.

You are welcome.
You need a shop with a pressure bleeder, not a vacuum bleeder or gravity bleed.
That is the reason most shops cannot successfully bleed all the air out of the systems.
