Brake or tire wheel problems

My four wheel drive does not disengage and the car seems to be heavy when moving and consuming a lot of petrol. the tires are not free when the car is moving. It seems something is holding unto the tires. have been asked to change the ABS but have not. Please advise me.

check your wheel locks these may be bad or going bad. then make sure tires are all the correct size. finally have it scanned for codes it may be an encoder motor on transfer-case or something wrong electrically. check all fuses as well.
