The passenger side brake light works fine as long as the head lights are not on. Once they come on, the brake light will not work and the directional light becomes very weak. The driver side is not affected in anyway.

What is wrong? How do I fix it? thanks!

That is the classic symptom of a bad ground. Start by inspecting the wires for that bulb. One of them will eventually end up bolted to the body sheet metal somewhere in the trunk. That wire is broken somewhere between that ground connection and the socket.

The additional clue is the passenger side bulb will totally stop working if you remove the left bulb.
