The brake light on passenger side back not working?

All other lights are working on the circuit board. Changed bulb still not working. Tested to see if it was getting voltage. Started at fuse box getting voltage until I got to the end at wire harness that connects to the circuit board only getting.09 volts for the green wire all others getting 12v. Checked the green wire don't see any breaks in the wire.

Hi,

Okay, I need to clarify something. The brake lamps are powered by a white wire. There is a dark green wire, but it is for the signal lamp.

Take a look at the schematic below. Let me know if I misunderstood anything. Also, the white wire I mentioned comes direct from the brake lamp switch at the brake pedal.
