brake headache

Ok my brakes get hard up and don't want to release and ive replaced all brake hoses calipers and the onething that stands out is passanger side rear brake has a restricked pressure its the only brake that is not bleeding right and it has a proportioning valve attached to both rear lines so do you think its the culprit

check to see if your parking brake is hanging up or rusted cable keeping it applied. if it were the proportioning valve both brakes would probably be affected
