The reason for a pedal to go to the floor is a leak or air in the lines. Here is a guide that helps with this:

Let's make sure we have covered everything in that guide and then we need to check the rubber lines going to the calipers and make sure they are not swelling when you press the brakes. If these are worn/failing then instead of them holding their form and forcing the brake fluid through the line to apply the brakes, they swell and all the pedal to continue to drop.
If these are okay then we need to unhook the lines to the master cylinder and cap each of them so that the only thing left in the system is the master cylinder. This should give you a hard pedal. If not the master cylinder is the issue. If it is hard, then you need to hook each line back in one at a time until it drops to the floor again. Then we can figure out what is happening on that leg of the system.
