Brake caliper is scrubbing tire rim

I ordered new tires from Wal-Mart, got the tires put on. The end result is my front brake caliper is scrubbing the rim, then the caliper locked up. So I had the caliper replaced now it sounds like it is scrubbing more then it was before the caliper got replaced.

Maybe the backing got slightly bent inward?

Compare it with the other side.

If the backing is bent slightly inward what could be done to resolve the situation?
