Can a cordless/pneumatic band file be used to clean brake caliper brackets?

Yep, that should work just dont take off too much material from the caliper mount, can you please upload an images of what you are talking about so I can see and make sure you are safe please?

Yep, you are good, be careful of the tool not to grab, most people use regular sand power though unless extremally rusted.
