I was told that I need a brake caliper?

I went to have back brake pads put on. I was told that I need caliper, and the pad could not be put on because the caliper was frozen. That I need to purchase one.

Hi,

If the caliper piston is frozen, it won't retract, and new pads won't fit. Is that what they told you?
