Brake ABS Indicator lights

Trying to pass inspection but brake light and ABS light on instrument panel is on always. Scanned all modules for codes no ABS codes. Checked brake fluid level switch okay. Checked parking brake switch okay. ABS and body module indicate all brake warning switches normal. One code in instrument cluster for data link fault. Possible instrument cluster failure.
I want to pass Virginia inspection. Brakes work fine. What do you recommend?

Hello,

There are two things I can think of one is the level sensor in the master cylinder is bad this will cause both the ABS and brake light to come on. If that checks out it sounds like the ABS module is bad. Here is a guide that will show you what you are in for when changing the unit out:
