many times the pedal can go to the bottom

On my Toyota Hilux surf the brake complicates me too much. many times, when I brake the vehicle brakes suddenly, many times the pedal can go to the bottom and the vehicle does not stop.but there is not even any brake oil flowing somewhere.what can this issue be? and the ECT PWR stay on.

I would suspect a faulty master cylinder for the pedal going to the floor.
Did someone adjust up the rear brake shoes too tight thinking that would fix something? because if they are too tight, perhaps that is why you get the "when I brake the vehicle brakes suddenly".
