2000 BMW Z3 6 cyl Two Wheel Drive Manual

I have a 2000 BMW Z3, 2.8. When I have the headlights on and use the right turn signal it blinks very fast. If I use the left turn signal it blinks normally. If the headlights are off, either direction blinks normally. Is this a defective turn signal relay or another problem?
