1997 BMW Z3 Throttle position sensors

Hi,
I have a problem starting my bmw z3 when it is cold. I have to keep the rpm up to keep it going. Once it is warmed up, it runs fine.
The error code, shows a throttle position sensor error. I have replaced both the primary & secondary throttle postion sensors, but still get the error, and still have problems starting the engine when cold. Is there any further setup I need to do?
