2005 BMW X5 Auxilary Pusher Fan for A/C at the Front of the

The A/C pusher fan at the front of the A/C condenser coil at the front of the car does not work when the A/C is switched on, in fact I have never seen or heard it working.

Currently I am turning off the A/C at lights to compensate for the fan ont working.

Is this practice OK untill I have the fan replaced?
Is it difficult to replace the fan?
Does the front bumper have to be removed?

I would replace the fan as soon as possible and running the A/C would be questionable under present conditions. The bumper does come off to replace the fan, it is involved but not difficult.
