the rear centre passenger seat belt will not realese after putting the back seats down, is there a way to release the belt?

Has the belt been stretched tight and now there is no slack or is it just the button wont release?

it is tight when the seat is up but slack when folded down. it is not working

If the button will not release it, try holding the buckle and rap on the side of the it to see if whatever is lodged in there moves around and frees up enough to allow the button to release, other than that, replacement is all I can see for this issue.

its the ratchet mechanism that the main belt is brought back in that is stuck, can it be released manually

No, you may need to unbolt the unit to get it freed up.
