1984 BMW 733i 6 cyl Two Wheel Drive Manual

I have a 1984 733i BMW. It has a rough idle or hard time starting and when you accelerate it sputters. Everyone i know says its the TPS. So i tested it and the test says everything's good. When we test the TPS with the car ignition on and the car not running it tests correctly But when you Start the car the idle test is good but the wide open throttle test is not good the Voltage does not change-It stays at 5 volts and does not drop. So does this mean the TPS is just bad? OR is it something else? I have replaced the Flow Meter(USED), spark plugs, cap and rotor. I've been trying to find the problem for 2 weeks..HELP

I would look at the wiring harness and power and grounds for possible cause.
