vehicle seems to want to stall out when stopped while in Drive (Park and Neutral seem ok, not great).

The early Motronic engine management had a separate control module for the idle air control valve and if there is no adjustment available from the screw on top of the idle air control motor then it might need a new IAC module and valve.

I replaced the ICV, unfortunately that was not the problem. The car idles ok whil in park and nuetral, but when I am at a stop light while in drive it stalls out. Plus, if it doesn't completely stall it has major hesitation when it is time to go. PLEASE HELP...

Replacement of the idle control module might be needed as well as the idle control valve. Did you replace the idle control module and are you using new, known good parts? Idle quality is also dependent on the state of tune the engine is in. When was the last valve adjustment and spark plug replacement?
