a/c stopped working, new blower motor, new fs unit, used light tester, good @ blower motor, good @ fs unit, lights of control panel light up, need help, also checked fuses

How can you be sure the final stage unit is working, did you test it against another known working final stage unit?

A comparison against a known good working unit is the only test I can recommend due to the fact you have no way to compel the blower fan on with proprietary software. If it is a used unit with LARGE tapered heat sink "teeth" it is questionable.
