I need to have the igniton cylinder replaced because the key won't turn. Do you know about how much that will cost? I was told by a locksmith that only a dealer can do this because BMWs have chips for security reasons. Do you agree?

No I do not agree. Anyone could replace the ignition lock assembly if they have the tools and the know-how. The "chip" has nothing to do with it
