1993 BMW 525 My dashboard led's are flickering like a disco

I just got my BMW today, The owner replaced the battery, And noe the dashboard lighs are going crazy, they go on and off, and even sometimes never comes on. I can see a orange line on the dash and that is about it. Sometime when it comes on it goes in and out and flicker's, Do I need to reset it or disconnect the battery for a while and see what happens. Also she stated that the OBC never worked. Is the radio code same as a OBC Code. Any hepl will be highly helpful..
