2000 BMW 328 4 cyl Wheel Drive Type unknown Manual 110000 miles

When I'm driving around 40mph or less my steering wheel shakes very bad, last time this happen was the tires, but now the tires are in very good shape.
And when I stop and park, there is a smell coming out of the engine like soemthing is burning. But in the highway the shake goes away.

Lower control arm brackets will need to be replaced to stop the shaking. Cyberspace does not allow me to smell what you are smelling.
