On my 2004 325i
The headlights do not shine out far enough all the time. Sometimes they are fine, other times they only go about 20 feet out. When I turn the car on the lights do an up and down 'range finding' dance and then settle at a distance that only the car gets to choose.
What gives?

This sounds like there might be a sensor issue. The ride level sensor on the right front lower control arm might be "out", there is one on the rear trailing arm as well. They work to aim the headlamps. Groundbreaking technology sometimes suffers when something simple is removed from the equation.
