blinker delays in coming on in the inside; delays in turning off after car turned off; also unable to dim instrument cluster; bright light symbol does not come on in the inside; turn signals do work on the outside.

The lamp control center is supplied by fuses 9 & 32 and a couple of 50a fusile links. See if there is a blown fuse.
