I am having with the throttle body not wanting to come to a rest on the idle adjustment screw. I have cleaned all mechinisims of grease and sand. Do I need to lube the springs or adjust the tension on the cable. If adjust, to I increase the tension or loosen.

You might want to consider replacement of the throttle body, I would.
