I need to replace the drivers side power steering rack boot. It appears that I will need to remove the tie rod end. How is the boot removed?

Get a strong pair of diagonal cutters and cut the metal clips off and then remove the boot. I replace the metal clips with black plastic zip ties. Hope this gives you what you need mate.
