1998 BMW 318 4 cyl Two Wheel Drive Automatic

I have a 1998 BMW 318is coupe with IS motor and Automatic Transmission gear.
my car expend 19 liter for each 100 km (in the city)!
is this the average of fuel consumption for this model, I think that I have a problem but I don't know what to do!

Start with a short test from your friendly neighborhood BMW repair facility, 12mpg is pretty bad. It might need a new air filter.

Thank you for your intrest!
I changed the air filter with new one!
And I changed the injectors with new one too but still I have the same situation

the car moment is very good and I didn't find any quake or interruption with the engine
