1997 BMW 318 120,00 miles

My 1997 318is bmw will not pass inspection because the check engine light will not come on. The light has the ground but is not receiving the positive power to it. Can you tell me where that positive power comes from.

Is it the bulb? The DME supplies the ground and the power comes from fuse 27
