1995 BMW 318 Idleing Engine that surges at traffic light

Engine Performance problem
1995 BMW 318 4 cyl Manual 165000 miles

My BMW is currently at Advantage Certified Auto Group in Manassas Park, VA 20111. I asked them to do an Inspection II on my vehicle and fix the passenger window. They told me it will be another $100-200 dollars to run another Diagnostic test to see why the engineer is idling and surging. I am so tired of mechanic trying to inflate the price of car repairs.

They should have an idea of what it is without the additional cost.
