1993 BMW 318 Fuel Consumption At Low Rev

My fuel consumption increased during city driving almost 14MPG vs 25MPG on high way. I suspected the engine due to worn piston rings as it does consume oil. I did an engine overhaul, but still the city driving mileage didn't get better. Could it be the Automatic Transmission? As i got the pressure regulator fault many times earlier

you have to take into consideration that the guage on dash is not perfect but the transmission is not the problem .
