My vehicle was smoking and then I replaced new rings and bearing plus valve stem seals, but the blue smoke still coming out.

Hi,
There are a few more causes of oil burning. Here is a guide that walks through them:

After the rings and valve seals the most likely cause is oil overfilled and the crankshaft is splashing it up on the cylinder walls and it burns off.
